I visited the Open Access Technology International microgrid technology center in Bloomington, Minnesota. They refused my request for a tour, so I have to guess at what I am talking about, specifically, the 2 12 kW vertical axis wind turbines (VAWT's) on their roof which almost never seem to spin.
Looks to me like a very poorly engineering installation, the turbines are way too low to roof, thus they are located in a turbulent wind area. these style of VAWT's require a good gust of wind to get going, thus I do not think they will ever really reach their potential.
